The surprising total for a world-wide fundraising effort is further amplified by the Giuliani campaign's decision not to compete in the Iowa Republican Straw Poll. Giuliani's absence from Iowa freed up critical time and resources that should have given him a considerable advantage in fundraising and cash on hand.
