This "individual mandate" model got its first official embrace when former Massachusetts Governor Mitt Romney, working with his Democratic state legislature, used such a scheme to cover all state residents. Sunday's Boston Globe ran a news story revealing that Mitt Romney spent 212 days out of Massachusetts during 2006, and that was with more than a week left to run. Now, Romney is the governor of the Bay State. Of course, he is also a candidate for the Republican nomination for president. It's been a bad couple of days for Mitt Romney. You probably have already read that John McCain crashed the Republican Governors Association meetings in Doral, Florida. This was supposed to be Romney's turf since he's head of the organization, and he had certainly made planes for it to be just that. Then McCain came to town, courted the governors, their associates, and the many lobbyists, and turned the event into, well, more than a competition, but a triumph of the senator's audacity and charm.
