This is what political advisers call a "contrast" ad for a mayoral candidate in Winnipeg. Tag line: "Sam Katz -- he kicks children in the face."
The ad does document the charge. Still, you expect the Canadians to be more polite about this. Something more like, "Sam Katz: His safety record around children has room for improvement."
Update: This ad is a parody. I should have trusted my stereotypical beliefs about Canadians.

I just visited family up in Toronto. They are having a mayor election there with a candidate named Rob Ford leading against a divided opposition. Mr. Ford would come across as a lout even by American standards. I cannot say I am sure of all details here, but he has been busted for driving while high in Florida a few years ago, been through a recent dismissed domestic dispute charge, and once referred to folks of Italian descent as "Ginos". But in an area with a very large and diverse immigrant base the Tea Party type thing seems to be catching on everywhere, incl. Europe

Yes, rephrasing this charge so that it is more characteristic of Canadian politesse would be a worthwhile Canadian initiative. Dr. Bombay, you are still a no-show for dinner, claret, and conversation.

This is very Canadian. The Canadian Karl Rove has a video of the candidate actually doing what they are accusing him of. The American Karl Rove wouldn't need a video or any actual incident to have occurred to accuse a candidate of kicking kids in the face.

I'm almost positive this is a parody and not an actual campaign ad. But it's pretty funny.
