I cannot even bear to listen to this, but if we are going to permit private pension plans, then they must be fully funded plans at all times or they must be defined contribution plans. Even better, they should all be managed as fully-funded plans by what amount to insurance companies that do nothing else but combine the assets of many plans. Then they are going to earn a market rate of return as nothing else is possible for large sums of money by definition. And that's it.
